I extend a warm welcome to all of you as President of the Association of Colorado County Administrators (ACCA). As we dive into the heart of autumn, I'm thrilled to share some exciting opportunities and updates with you. Your dedication and hard work make a difference every day in our communities, and your ACCA team is here to support you in every way possible.

Looking ahead, I want to highlight a great opportunity – our upcoming ACCA Pre-conference Program at the CCI Foundation Winter Conference, titled "Creating a Servant Leadership Culture." This full-day, high-level professional development event will be held in conjunction with the CCI Foundation Winter Conference at Westin Westminster from November 27th to 29th, 2023. It's an extraordinary chance for all of us to come together and foster growth and collaboration.  Please bring as many as you can to this opportunity.

Join ACCA at the CCI Foundation Winter Conference – Administrators, Commissioners and All Are Welcome. Bring the Whole Team!

ACCA is very excited to invite everyone to take part in our full-day, complimentary, high-level professional development, pre-conference program, “Creating a Servant Leadership Culture,” to be held in conjunction with the CCI Foundation Winter Conference at the Westin Westminster – November 27-29, 2023. This training generally comes at the cost of thousands of dollars to local governments, ACCA is proud to offer this opportunity at no charge as a community service to all Colorado counties and cities.

The ACCA Pre-conference Program and Member Meeting will be held as follows:

·        DATE: Monday, November 27, 2023

·        TIME: 9 am to 4 pm – Lunch and coffee breaks/light snacks will be provided at no charge

·        The 2023 ACCA Membership Meeting will directly follow the session at 4 pm.

About This Program:

In a world marked by volatility, uncertainty, complexity, and ambiguity, Servant Leadership offers a radically different way of leading that nurtures healthy relationships, while staying on the edge of dynamic change. Servant Leaders build better communities and a better society for everyone. This session will focus on the 12 principles of servant leadership: Listening, Empathy, Nurture the Spirit, Building Community, Healing, Awareness, Calling, Conceptualization, Foresight, Persuasion, Growth and Stewardship. We will delve into each of these competencies needed for upper-level managers and senior executives with responsibility for shaping the organization's culture and systems to facilitate excellent performance.

This session is presented by Strategic Government Resources, Inc. (SGR), which exists to help local governments become more successful by recruiting, assessing, and developing innovative, collaborative, and authentic leaders. SGR’s services are designed to promote innovation, team building, collaboration, and continuous improvement in local governments. SGR has approximately 700 local government clients in 47 states across all our business lines.

About Our Facilitators:

Mike Mowery, SGR President of Leadership Development and Strategic Foresight:

Dr. Mowery has been with SGR since 2011. Before joining SGR Mike was a full-time pastor for 20 years, having served churches in Washington, Colorado, and Texas. His doctoral project was developing a collaborative approach to strategic planning, and this has formed the foundation for the Council Retreats that SGR leads every year in cities and counties across the nation. Mike is passionate about the importance of servant leadership because he believes it provides a way for a future in which everyone has the chance to flourish. Although he has not worked for any municipalities, he has led over 500 Leadership Workshops for local governments.

Andy Duke, SGR Senior Vice President:

Andy is a certified coach and assessor with the SEND Network where he has helped numerous pastors and planters develop their organizational strategy. He is also a certified Life Younique Primer coach, a process which helps individuals discover their unique life call and purpose. Andy believes that servant leadership has always been the best way to ensure organizational health and long-term success and finds it exciting to see current leadership literature acknowledging this and seeking to apply it.

About Our Presenter:

Dee P. Wisor represents governmental entities and other participants in public finance transactions and economic development matters. In particular, he advises governments on compliance with the Taxpayer's Bill of Rights ("TABOR") and has written and spoken frequently on TABOR matters. He has been an expert witness in TABOR litigation. He is a partner with the firm Butler Snow LLP and is a member of the Public Finance Group. Dee has been recognized by The Best Lawyers in America® since 2007 and is a Fellow of the American College of Bond Counsel. He served on the Board of Directors of the National Association of Bond Lawyers for nine years including a one-year term as the President. He received his B.A. from Dickinson College and his J.D. from the University of Denver and is admitted to the State Bar of Colorado.

Your Voice Matters!

Letter to NTIA calling for alternatives to BEAD's Letter of Credit

Dear ACCA,

I just wanted to let you all know, that thanks to ACCA bringing this issue to the forefront, the Estes Park Board of Trustees is also jumping in with a letter to NTIA calling for alternatives to the BEADS letter of credit requirement.

The Estes Park utility director, who is responsible for the Town’s fiber utility, was unaware of this issue until I shared the threads from ACCA.  He also has shared this with Fort Collins, Loveland and Longmont as well.   Although it doesn’t impact Estes directly, the Town wanted to weigh in and support other rural communities for whom this is an issue.

I just wanted to share as an example of how impactful networking can be and sometimes unexpected ways.  One more example of how the ACCA listserv is making a difference!  Keep it up!

Nominate your ACCA Board district representative for the 2024-2025 term. All district representatives are appointed. Your recommendations will be compiled for consideration.

The election will occur as part of the ACCA membership meeting at the 2023 CCI Winter Conference to be held November 27, 2023, at the Westin Westminster. More details will be forthcoming.

Contribute Your Trusted Templates to ACCA's Resource Center

We could all use a helping hand from time to time. New County managers, especially those new to government, could benefit from those contract templates and other resources that you may have. It can be a steep learning curve, with many challenges as they come up to speed with the job requirements.

We have created a resource clearing house for all ACCA members at https://coloacca.weebly.com/resources.html. We need your help to expand it and ensure it is relevant to all county managers.

We have reached out to all Colorado County Commissioners to request nominations for ACCA's Administrator of the Year Award. If you are so inclined, feel free to send the message below directly to your commissioner.  If not, please know that ACCA is advocating on your behalf.
